FY 2022 HUD CoC Special (Unsheltered) NOFO Documents and Links

On June 22, 2022, HUD released a special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) to target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness and homelessness in rural areas. Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches - - grounded in Housing First and public health principles - - to reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among unsheltered individuals and families. HUD expects applicant communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.

Projects that make the selection list will advance to the federal application process. For new agencies interested in applying, please go to https://esnaps.hud.gov/grantium/frontOffice.jsf to register an account - agencies will need a SAMS and DUNS number to register. As of August 11, 2022, HHR is officially requesting letters of intents (LOI) via a pre-application process. Eligible projects will then be invited to submit a full application in e-snaps. Please note that these funds will not cover the following: acquisition of new property, rehabilitation of existing property, or new construction. The following are eligible project components that agencies my apply for: Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), Joint Transitional Housing - Permanent Supportive Housing-Rapid Rehousing (Joint TH-RRH), Support Services Only - Coordinated Entry (SSO - CE), Support Services Only - Street Outreach (SSO - SO), and Support Services Only - Other (SSO). All interested project applicants must complete a pre-application survey by end of day on Monday, August 29th (due date was originally Friday, August 26th). An informational meeting was scheduled for Wednesday, August 17th from 2pm - 3:30pm via zoom. All interested project applicants are strongly encouraged to attend. The informational meeting will review the CoC's priorities and timeline.
